Named after the eminent educationist and political leader of repute, Dr Shyama Prasad Mukherjee, the college was formally inaugurated by Dr Murli Manohar Joshi, Minister for Human Resource Development, Science & Technology   and Ocean Development on the auspicious day of Vijaya Dashmi, October 11, 1997. Given to the ever increasing demand for setting up a new college in an educationally un-served area of Phaphamau and also to relieve the University & its associated colleges from  the unbearable pressure of admission, a proposal for setting up a new Govt Degree College at Allahabad was sent to the State Govt on April 9, 1997 by the Directorate of Higher Education, UP Allahabad. The State Govt, after duly examining the proposal, granted clearance vide Govt Order No: 2068 / 15-17-97-74(11)/ 97 Dated : May 30, 1997 in the subjects of Hindi, Sanskrit, English, Political Science , History, Geography, Philosophy , Defence Studies in the faculty of Arts ; Zoology, Botany, Physics, Chemistry and Maths in the Faculty of Science and Commerce and asked the   University of Allahabad accordingly, to initiate the process, under the provisions of the Statutes, for granting recognition to the college. The college building is not only the requirement for the Panel Inspection but equally indispensable for the start of the college. Since the construction of building takes its own time, circumstances necessitated upon the authorities to acquire / take over some building , currently not in use, for the purpose of starting the college. Fortunately , the Community Center in  Govt Mahila Polytechnic College, Teliyarganj, an spacious building of 20 rooms was located for this purpose and  by the order of the Dept of Technical Education, was handed over to the Dept of Higher Education in July, 1997 for  running the proposed college in the premises of  Govt Mahila Polytechnic College, Teliyarganj, Allahabad.
     The University of Allahabad, one of the oldest University of the Country, established in the year 1887, is a residential University of unitary character. The University in its meeting of the Executive Council dated : August 2, 1997 resolved to affiliate the proposed Govt Degree college and initiate the process of affiliation / recognition to this college. The Panel Inspections for the subjects in the Faculties of Arts, Science and Commerce were held in August-September, 1997 and the reports if the Panel Inspections were placed before the meeting of the Executive Council on Oct 2, 1997 . The Executive Council of the University was pleased to accept the Panel recommendations and permit the college to start the classes subject to the terms and conditions as  contained in the Panel recommendations .
     For this college, the Nagar Nigam, vide resolution No. 160 Dated : 30.4.1997 resolved to transfer 1.665 hectare of land which was resumed by the Commissioner , Allahabad vide order No. 2950 / 7-75-1998  dated : 24 August, 1998 and transferred the same to the college for the building construction . The State Govt sanctioned Rs 2.08 Crore for building construction. After the Shilanyas( Foundation laying Ceremony ) on 31 July 1998,  the construction of  building started in October 1998 and the building was completed in the record time of 9  months in May 1999. The  Lokarpana Samaroh  ( Dedication-Ceremony ),  held on 4th July 1999 finally made the building available for teaching which also facilitated  final shifting of the college from its old premises, Govt Mahila Polytechnic to the newly constructed premises  at Phaphamau .  In view of the requirement of a sports field, the Director of Higher Education requisitioned to the District Magistrate for a suitable land adjacent to the colleges premises for sports field. The Nagar Nigam , Allahabad was good enough to agree to transfer 1.439 hectare  of land vide its resolution No. 341 Dated : 26.9.2000 . Consequently, the District Magistrate , Allahabad resumed 1.439 hectare of land and transferred it to the college for sports field.
      The College has the distinction of having largest number of subjects; conventional and non-conventional,  among all the Govt colleges of the State,  being run or the clearance / recognition has been granted by the State Govt / University. The State Govt , Vide Govt Order No. 1828 / Sattar-5-99-40(3)/ 99 Dated : 5 June, 1999 and even number letter dated : 03 July, 1999 granted clearance / permission of temporary affiliation  in 15 additional  subjects : Economics, Sociology, Education, Home Science, Psychology, Music, Computer Science, Geology, Bio-Chemistry, Environmental Science, Micro-biology, Bio-Technology, Statistics, B.B.A and B.Ed. On  the request of the College, The University of Allahabad, constituted a Panel for the subjects of Arts Faculty on 3 Feb, 2001. The Panel so constituted visited the college on March 15 & 24, 2001 , inspected the infrastructure facilities available in the college and submitted its report on May, 2001 recommending opening of 7 subjects : Economics, Sociology, Education, Home Science, Psychology, Music & Anthropology in the college subject to the conditions enumerated in the Panel report. The Panel Report has been accepted by the Executive Council of the University in July, 2001 and such, the  teaching in these subjects will start as soon as the posts are created and appointments of teaching / non-teaching staff  are made against it. . The college  was  sanctioned  Vocational Course in Computer Application in Sept,2001. The Panel Inspection for granting affiliation in Computer Application was made in the month of November 2001 and the recommendations of the Panel were accepted by the University in that very month which enabled the college to start the course from the year 2001-02. The College has a well furnished Computer lab with internet connectivity.
     The College has yet another  rare distinction of being affiliated to the University Grants Commission, New Delhi under section 2.(f) and 12.B of the UGC Act-1956 in July, 1999. The  affiliation of a college to the UGC enhances its growth prospects ; infrastructure and academic,  many fold as,  such affiliation makes the college eligible for grants from the UGC and other central  funding agencies.
